There is growing policy momentum for countries to move towards universal health coverage, judgments calling for UHC being espoused in the World Health Assembly as well as the United Nations General Assembly during 2012. UHC was defined in the 2010 World Health Report as icing that everyone within a country can pierce the health services they need, which should be of sufficient quality to be effective, and furnishing all with financial protection from the costs of using health services.

In achieving this most HIC and LMIC have designed health systems reforms to introduce or expand public health care backing systems to pool coffers across a wide range of prepaid financing sources, as reserves for out-of-pocket payments

In recent years several countries have reformed their health care financing systems to achieve universal health coverage. In this paper, I am going to draw lessons for financing reform from Malawi a Low-Income-Country and Ireland a High-Income-Country on Financial protection.
