The Emergency Health Measures Act 2020 has been enacted. The long title of the Act states simply that – “This is an Act to make provision for the management of public health issues of serious concern”.
Section 5 of the Act grants the power to the Minister to – “make such regulations as are thought necessary and expedient to achieve the aims of the Act”. The Minister issues SI 10/2020 pursuant to section 5, and this mandates that all persons over the age of 18 who are in the employment of the State shall be vaccinated against Covid-19.
The Minister additionally issues SI 12/2020 pursuant to section 5. This regulation restricts the sale of alcohol, such that alcohol may only be sold in any licensed premises on a Monday and Tuesday between the hours of 14.00 and 16.00.
