I will illustrate the contribution that these mechanisms and fora, namely the UN Commission and Sub-Commission on Human Rights, the Committee Against Torture, the Committee on the Rights of the Child, and the Human Rights Committee can play in specific refugee protection concerns. The final section will further illustrate how select UN human rights enforcement mechanisms can, in practice, be effectively used to uphold and enhance the protection of refugees.
In response to recent criticism of this line of reasoning, the conclusion argues that UNHCR and other actors should continue to actively develop and promote the practical and analytical links between human rights and refugee protection. In fact, developing these links should be viewed as an integral part of The United Nations High Commissioner for Refugees’ protection mandate within the UN system.
