One of the largest existing challenges within global health is to achieve the goal of Universal Health Coverage by 2030. This goal entails that, all individuals and communities worldwide could access the affordable health care services they need.

To achieve UHC an adequate and motivated workforce will be critical to strengthen the health systems and structures responsible for the delivery of quality health care services, particularly in low- and middle-income countries such as Malawi.

The project developed a District Management Strengthening Intervention using an action research cycle approach with the aim to improve the health workforce and service delivery in three African countries of Ghana, Tanzania, and Uganda.

The MSI was tailored for decentralized district health systems with the understanding that by intervening at the district management level, which is close to frontline health providers, the workforce performance of both managers and their staff could be improved.

Even though the scale-up has been a matter at hand and exceptionally fascinating, there has been substantial correspondence pertaining to both approaches used in scaling up an intervention and the sustainability of that intervention over a long period of time.

For instance, a horizontal scaling-up would imply expansion or replication of the intervention in different geographical locations or healthcare facilities.

This study aims to explore the way forward, challenges, and barriers to implementing and scaling the Management Strengthening Interventions when the funded project comes to an end and lay out a series of key research questions that need to be addressed to help overcome such barriers.
