Handles is a fictitious company created for this case study. It does not have a functional HR department. It is a manufacturing company that has 4 departments each department has 20 employees and 2 supervisors. The HRM functions in the organization are dealt with by the Financial Controller and General Manager, neither have a qualification or experience in HRM.
Consequently, there have been inconsistencies in HRM practices. The organization has also been facing numerous issues related to staff, including lateness, absenteeism and turnover, high level of grievances, and industrial disputes. Employees request ad-hoc meetings on behalf of groups and expect these meetings to take place immediately and without any indication of what the meeting is related to.
The GM agrees and the meetings go ahead. Instead of adhering to the issue to be discussed, they develop into old grievances, issues, etc being rehashed. No notes are taken at these meetings. Later the GM writes notes that show the essence of the meetings. Bullying by supervisors is commonplace. There is no cohesion in the departments. Employees get minimum wage and based on their monthly output receive a bonus if they produce a minimum number of each item Staff regularly complain about their feeling that the organization does not care about them.
Such problems are common in organizations that do not have functional HR departments or effective HRM. The Director of the organization has employed you as an HR Manager to create an effective HR function.
